This document is a rejected proposal for a law on the introduction of an HIV detection and prevention council and an HIV policy forum. This proposal aimed to strengthen HIV/AIDS prevention work in order to circumvent increased heterosexual transmission of the virus.
There are three kinds of documents from the Danish Parliament in this EHAA collection: law proposals (lovforslag), resolution proposals (beslutningsforslag), and inquiries (forespørgelser).
Law proposals are either rejected or passed into law by parliament. In order to become law, law proposals must be “treated” (behandlet) three times in parliament before approval by a majority of MPs.
Resolution proposals contain a clear political message on a topic or issue. In contrast to a law proposal, it only needs to be “treated” twice in parliament. If passed, the government is obligated to act in accordance with it.
Inquiries can be requested if one or more MPs wish for a topic to be debated in Parliament. During the inquiry, MPs can make proposals for Parliament to either approve or reject.
